Trims text and canonicalizes tag order before enforcing collection filter bounds. Text and tag labels are bounded by Unicode character count, and the raw term count is checked before tag deduplication.

§Errors

Returns a field-addressable ProtocolError when text is empty or longer than the protocol limit, or when the combined term count exceeds the search-predicate limit.
