Safe, bounded operational events. Libraries never install a subscriber.

- Configuration
Provenance - Immutable provenance copied from the owning executable’s resolved state. Validation prevents free text from entering the operational schema.
- Correlation
Context - Non-authoritative correlation; parentage is meaningful only within a process.
- Lifecycle
Span - Observes existing work without changing its result, cancellation or authority. There is deliberately no Drop completion: a lost process cannot claim an outcome.
- Logging
- Owns bounded asynchronous delivery. Dropping this handle never joins a
potentially blocked writer.

- MAX_
EVENT_ BYTES - Maximum serialized JSON size, excluding its terminating newline.
- QUEUE_
CAPACITY - Drop newest when all 256 event slots are occupied. The worker can hold one additional event. Failed writes are discarded, never retried indefinitely.
