Module access_requests 

Typed Study access-request persistence boundary.

This module owns the models shared by direct PostgreSQL and OAuth/libpq access-request operations. Callers use its records and semantic outcomes; they do not receive PostgreSQL rows, SQLSTATEs, or protocol DTOs.

Query operations are introduced incrementally. They must select access request fields as text using the projection order documented by the decode functions below, so one query definition can be run by both executor implementations.
